The Funding Gap Analysis Tool, or FGAT (pronounced "ef-gat"), is a Microsoft Excel–based program that helps users accurately estimate the costs and funding gaps of public health programs. The Neglected Tropical Disease FGAT (NTD-FGAT) can be used in conjunction with existing national NTD strategic plans and budgets in order to effectively plan and coordinate future program resources.

The NTD-FGAT comprises five modules for data entry and analysis:

 

  1. 1.   Base Data: User enters basic background and program information such as populations, currency exchange rates, per diem levels, mass drug administration (MDA) target populations, and unit cost information.
  2. 2.   Activity Costs: User enters costs estimates of your program activities (for example, personnel, transport, and supplies) organized around cost categories, activities, sub-activities, and cost classifications.
  3. 3.   Drug Acquisition: User enters and tracks information on drug purchases, donations, and gaps for the first year of your program, including specific individual drug multipliers and prices
  4. 4.   Funders: User enters all program funders and funds in this module, including government funding, partners, bilateral donors, and nongovernmental organizations, which may be assigned to specific activities, sub-activities, and/or districts to match the funders intent.
  5. 5.   Outputs: Here, user may view and analyze all of the data that has been entered into the NTD-FGAT, in formatted tables and charts. All cost entries can be reviewed, edited, and sorted from a detailed summary worksheet, and the data from this module can be exported into presentations or documents, or copied into other Excel worksheets for additional analysis. There are eleven additional outputs within this module that display key summarized information, such as program costs, program funding, funding gaps, funding sources, drug needs, five-year cost and drug forecasts, MDA target populations, and salaries.
