Here is the most recent W.H.O. guidance on emergency vaccinations. For the field implementer, chapter 3 is the most essential one.

Multiplicity of actors is a fact of life in emergency vaccinations. In every humanitarian emergency, it is essential that a single coordinating mechanism for all actors, public and private, be established on site at an early date. This reduces the risk of gaps and overlaps in implementation.

Also essential is early procurement, storage and distribution of vaccines, diluent, needles, syringes, and safety boxes, usually that the UNICEF Supply Division.
