The district routine immunization coverage spreadsheet data now almost universally available in developing countries give a good idea of geographical inequities, permitting planners to channel resources to needy areas. Where underserved groups lie within well vaccinated districts, this presents a new challenge to EPI directors. A problem in search of a solution methodology.

In the meantime, would Child Health Weeks provide an interim solution?

Good reading.
